Rick Cockrum has been a senior-level legislative advocate and government relations executive for over 30 years. As Vice President of Government Relations for Anthem Inc., he was responsible for setting goals that furthered the company’s business interests. His areas of accountability included regulatory approval and business development with governmental entities. He also provided strategic advice in procurement activities and supervised a legislative team in numerous enactments of favorable legislation and defeat of issues detrimental to corporate goals.
Mr. Cockrum managed all government and regulatory affairs, including developing and implementing a corporate public affairs agenda. This role included managing lobbyists in multiple states and at the federal level. He served as chair of the corporate issues management committee which drafted and adopted the company’s positions on matters of public policy. He was responsible for the corporate strategy on political campaigns, including chairing the PAC and supervising all grassroots activities. He was engaged in numerous mergers and acquisitions to dramatically grow the company.
In addition to leading legislative efforts in Indiana for Capitol Assets, Rick consults with businesses on growth and development strategies across the country. Rick has advised companies at the federal level, lobbied Congress, and led advocacy strategies in a multitude of states.
When serving as the Executive Director of the Association of Indiana Counties, Rick was responsible for a spectrum of member services including operational advice, continuing education, and technical services. He was the organization’s chief lobbyist and a leading voice on taxation and financial policies.
Mr. Cockrum has served on numerous boards and commissions in Indiana and in Washington, D.C. He is a member of the Julian Center Board of Directors, and the Indiana University School of Public and Environmental Affairs Distinguished Alumni Council. He is a past member of the Central Indiana Public Broadcasting Board of Directors, a former member of the Indianapolis Parks Board and Past Chairman of the Indiana Department of Natural Resources Commission.
Cockrum holds a Masters degree in Public Administration from Indiana University and a BS from George Williams College. He resides in Indianapolis.
